Dr David Broadstock

Dr David Broadstock is Senior Research Fellow and Energy Transition Research Lead with Sustainable and Green Finance Institute (SGFIN) housed within the National University of Singapore (NUS). Through these roles David regularly interacts with financial institutions, government agencies, research foundations, policy makers and industry leaders to develop and implement impactful research into the successful deployment of transition finance to support sustainable economic development for Singapore.

David is an economist with around 15 years of experience, most of which in Asia. He has worked within academia, consulting and strategic policy research (thinktanks) and is specialized in the areas of energy and environmental economics, with recent research concentrating on areas of green and sustainable finance. David places a special emphasis in the emerging area of 'transition finance', seeking to better appreciate how trust and confidence behind net-zero commitments can be fostered and sustained so as to facilitate an organized, timely and scalable flow of capital to achieve national decarbonization ambitions without sacrificing on economic competitiveness.

As an academic David has published in high level journals spanning accounting, finance, management and economics, and enjoys a healthy citation profile. David is Editor for The Energy Journal, Associate Editor for the Journal of Climate Finance, and sits on the editorial boards of the British Journal of Management, and Resources, Conservation & Recycling Advances. David frequently engages with media, and has been interviewed or quoted by Bloomberg News, CNA (TV, radio and online), Reuters, ABC News, BBC News, The Los Angeles Times, Straits Times and CGTV, among others.

Dr Jeong Won Kim

Moderator for Plenary Session 2

Dr Jeong Won Kim is a Senior Research Fellow at the Energy Studies Institute (ESI) within the National University of Singapore (NUS), and a Research Affiliate at the Sustainable and Green Finance Institute (SGFIN), NUS. She has extensive experience in energy and environmental research and sustainable development project management in international organizations and research institutes, including ESI, Global Green Growth Institute (GGGI), Korea Environment Institute (KEI), and UNWTO ST-EP Foundation. Her major research areas include policies and development finance in climate change and renewable energy areas, with focuses on vertical and horizontal policy diffusion among governments and program evaluation based on quantitative analysis and mixed methodology. She is currently leading research projects about carbon pricing and net-zero strategies in Singapore and other economies. She holds a PhD in energy and environmental policy from Korea University, a Master of in public policy from the University of Chicago, and a Master of Public Administration from Korea University.

Dr. Deepak L. Waikar

Dr. Deepak L. Waikar has been involved in education, training, research and management fields for more than three decades. He has been an Associate and Adjunct Faculty for local and overseas Institutes, Academies, Polytechnics, Colleges, and Universities. He has authored/co-authored books, book chapters, research articles, and policy papers on power, energy, management, sustainable development, leadership, and education-related topics. He has served on various committees in professional bodies such as the Chair of the Institute of Electrical & Electronic Engineers (IEEE), Power & Energy Society (PES) Chapter, Singapore, and the IEEE Education Society Chapter Singapore, and Co-Chair of the Global Symposium (2023) of IEEE Technology Engineering & Management Society. He is a recipient of the IEEE-PES Outstanding Power Engineers' Award and the SP Green Buddy Award. He has delivered invited presentations at international conferences, seminars, and forums. Dr. Waikar has been associated with Singapore Certified Energy Manager's programme for the past several years. He completed Ph.D. from the National University of Singapore, M.Sc. from the University of Saskatchewan, Canada, and PD Advanced Cert in University Teaching from the University of Newcastle, Australia, B.E. from the Government Engineering College in India, respectively. Dr. Waikar is a Senior Member of IEEE and a Life Member of the Institution of Engineers, India.

He is a leading expert in the area of process systems engineering and optimization with a unique blend of experience from academia and industry. He has led several industry-collaborative research projects with local companies. His current research interests include energy efficiency, machine learning, LNG, low carbon technologies, decarbonization, hydrogen, and ammonia. ST Engineering (Commercial and Defence Aerospace) Decarbonization Journey

Presentation Synopsis

The presentation will showcase ST Engineering's decarbonization journey, highlighting the company's progress and achievements achieved over the years. The journey began in 2008/09 with the establishment of a GHG inventory to track emissions and energy consumption. This enabled the setting of ST Engineering's reduction targets based on a base year of 2010. 

ST Engineering has since achieved external validation of its GHG inventory and established an Energy Management System IAW. SG ISO 50001 standard. Progressively, ST Engineering has also shifted its focus from improving building & facilties infrastructure to achieving optimal energy efficiency in operational processes and exploring new technologies to achieve carbon neutrality and target set for 2030.

In recent years, air pollution which resulting to climate change has become the major elements that led to tremendous property & life loss worldwide. Manufacturing sites, such as semiconductor plants, can be major contributors to direct carbon emissions if air emissions are not monitored and treated properly.

Wee's presentation will showcase how SSMC successfully reduced the carbon footprint through reducing the PFC gas emissions from the semiconductor manufacturing plant process with the implementation of plasma scrubber. Multiple types of scrubbers have been considered, each type with its merit & demerit. Wee will share the choices made and the challenges faced in stabilizing the new abatement system setup.

Prof Lock Kai Sang

Professor Lock has a unique blend of practicing and academic experience acquired through a career which is equally split between the industry and the academia. He received both his B.Sc. (1st Class Honors) and PhD, both in Electrical Engineering from the University of Strathclyde, UK, respectively in 1975 and 1979. He joined the National University of Singapore as a lecturer in 1980 and was the Head of its Power and Machines Division, Department of Electrical Engineering, when he left in 1997 to set up his consulting practice. He returned to the academia in 2016 as a Professor at Singapore Institute of Technology. He is an Emeritus President and Honorary Fellow of the Institution of Engineers, Singapore. He plays an active role in energy efficiency, being the Chairman of Accreditation Committee for Energy Service Companies (ESCOs) and the Co-Chair of Steering Committee or Singapore Certified Energy Managers (SCEM) Scheme. He received the Public Service Medal (2015) and the Public Service Star (2020). He is a Fellow of Academy of Engineering, Singapore, Senior Fellow of ASEAN Academy of Engineering and Technology and Honorary Fellow of ASEAN Federation of Engineering Organizations. He is the co-Laureate of the 2021 WFEO Medal for Excellence in Engineering Education.

Mr Terence Tan

Terence is the Director, Carbon Management, of Global Compact Network Singapore. In this role, he oversees operational and strategic decarbonisation activities for CPLC (Carbon Pricing Leadership Coalition) Singapore, which is the decarbonisation arm of GCNS.

Terence has over 30 years of industry experience with Shell Oil, in which he held leadership positions in process technology, operations and HSE (health, safety and the environment). He is a believer in "servant leadership", leading by personal example based on his core values of Integrity, Honesty and Respect for people. In this time, he has developed, operationalised and audited energy efficiency projects and energy management systems on an international scale.

In his current role in GCNS, Terence has trained over 500 participants in various aspects of the environment and climate change. He has covered issues and challenges including the measurement and reduction of greenhouse gas emissions, the criticality of getting to net zero, and the risks and opportunities impacting businesses.

Terence holds a B.Eng (Hons) in Chemical Engineering from the National University of Singapore, and is a Chartered Engineer and Fellow of the Institution of Chemical Engineers. He has attended the Cambridge University Prince of Wales Business and Sustainability Programme for Senior Executives, as well as training on various ISO standards such as 50001 and 14064.

Presentation Title

The LowCarbonSG Programme and its impact on SMEs on their low carbon journey 

Presentation Synopsis

The LowCarbonSG programme, launched in 2021 by GCNS in partnership with NEA and Enterprise SG, is a nationwide capability-building initative aimed at enabling businesses to measure, track and reduce their carbon emissions. By upskilling key staff, providing an easy-to-use carbon accounting tool (Carbon Emissions and Recording Tool, or CERT), and offering tips and advice, the programme has supported SMEs in particular to embark on their low-carbon journey at a low cost.

In just over two years, the programme has trained over 850 participants from more than 500 companies, with the majority being SMEs. Many of these participants have become LowCarbonSG partners and have successfully measured and tracked their emissions using CERT. Over 25% of these members have reported a reduction of more than 5% year on year in GHG emissions, either in absolute terms or in one of the emissions intensity metrics such as tCO2e per $ Revenue.

Furthermore, a deeper analysis of participant CERT data has yielded various metrics and statistics, including anonymised sector-specific benchmarking data. This data is of great value to SMEs, as it helps them understand where they stand compared to their peers in their respective industries.

Overall, the LowCarbonSG programme has been instrumental in powering SMEs on their low carbon journey, and its impact is set to grow in the years to come.

Benjamin is a Registered Architect, a Chartered Surveyor, and a Chartered Environmentalist. He is the Executive Director for the Global Wholesale Banking Sustainability Office and subject matter expert at OCBC, facilitating the bank and its customers transition to a low carbon, regenerative economy. He has a keen focus on SMEs as well as leading the bank's global net zero ambition for the built environment sector. Benjamin helps develop innovative financial solutions, though leadership and sustainability advisory services for OCBC and its customers. In addition, he is part of the CRREM Global Scientific and Investor Committee, involved in challenging, and shaping credible 1.5°C aligned net zero reference pathways for the built environment.

He is SingaporeGBC's representative for the World Green Building Council's Sustainable Finance Taskforce and ESG working group, building the conduit between the worlds of finance, climate action and the built environment.

Energy savings through use of Axial fans

Presentation Synopsis

Although centrifugal fans are mostly used in Air Handling Units (AHUs), axial fans are considered more energy efficient due to several technical reasons such as:

  • Fans are directly coupled to the motor, eliminating belt losses.
  • Typical Aerodynamic Efficiency: 80%
  • Typical fan system efficiency (fan + motor + VFD): 70-75%


Additionally, axial fans have lower preventice maintenance costs compared to centrifugal fans.

Alcon proceeded with a project to replace 14 critical AHUs with axial fans for our clean rooms and other areas. This project successfully achieved the projected energy savings and the performance of the fans is satisfactory.
